Otay Ranch Town Center is a mixed-use redevelopment transforming a traditional suburban mall into a pedestrian-oriented urban neighborhood. The plan reimagines an existing outdoor retail center dominated by surface parking into a walkable district with approximately 1,950 residential units, 433,000 square feet of commercial space, and 2,300 parking spaces. Surface lots are replaced with structured parking, new housing, and additional retail to create a more active urban environment. In collaboration with the Owner and the City of Chula Vista, PH developed a master plan that prioritizes pedestrian connectivity, reshaping the site into a livable neighborhood.
